You may apply for a meter without asking your landlord if you have a tenancy agreement for a period greater than 6 months. However, please check to ensure that it's not stated in your tenancy agreement that a meter cannot be installed at your place of residence. If this is not stated in your tenancy agreement, then you may apply for a meter. All you need to do is complete the online application form.
